Shooting drunks in a barrel

A blog story (http://thelede.blogs.nytimes.com/2009/07/23/two-states-legalize-guns-in-bars/) in the NYT reports that Tennessee and Arizona have passed laws to allow holders of concealed weapons permits to bring their guns into bars and other establishments where alcohol is served.
There is a catch, however:
“The new laws stipulate that armed patrons have to refrain from drinking while in the bars — in effect, creating a new category of customer, the designated shooter.”
So now we have the specter of cool-eyed, sober gun enthusiasts able to blast away at tipsy, staggering, unarmed drunks.
I totally get it. Quelle concept! I claim dibs on the videogame rights!
